One of the rather unique recent lines of 12" figures are the Talking Presidents.  They've been a pretty big hit, and of course, George W. Bush was at the top of the list.  This is an early prototype of Mr. Bush, with a much cartoonier version of the head than the final piece had.  It's also in a test package, with manufacturing instructions on the front.
